Deputies learned that 45-year-old Rafie Bell was staying in a camper on the property of a residence in the 1000 block of Richmond Highway and attempted to serve a warrant for a failure to appear charge around 9:30 p.m. on Friday, March 8, according to the Stafford County Sheriff’s Office.
Instead of complying, Bell refused to come out, prompting deputies to establish a perimeter and issue repeated commands over a loudspeaker instructing him to surrender.
After nearly an hour, Bell finally gave himself up without further incident.
During his arrest, deputies allegedly found Bell in possession of a firearm and drugs, leading to additional charges.
Bell was charged with:
- Possession of a firearm by a convicted felon;
- Possession of a controlled substance;
- Possession of a firearm while in possession of a controlled substance.
He is being held without bond at the Rappahannock Regional Jail.
